More recently, Bettal Quality Consultancy has developed a new approach to measuring improvements in care services and ensuring effective contract compliance, based upon our work with a number of commissioning and contracts departments.

Outcomes based Commissioning and Continuous Improvement

The need to continually improve care services is at the heart of the central government agenda. Commissioners and contracts officers are charged to ensure that contracts and service specifications deliver improvements in the quality of people's lives as a result of the service they receive.

Outcomes based commissioning means that providers are required to deliver services to meet the outcomes set in a contact service specification and agreed in the service users care plan.

A good service specification is only part of the process of achieving improvement. It will give a clear statement to providers of the expectations of the contract; but will not measure any improvements to the service.

Bettal Quality Consultancy's approach involves a multi-stage model, including
