Albert Cook obtained a Master’s Degree at the University of Kent in the Management of Services for people with learning disabilities and managed services for this group of people over many years. He developed the Cared 4 for people with learning disabilities based upon the knowledge and experience he has gained.

The procedures follow best practice and are set out in a sequential format, so that each stage of the process is easily followed by staff. The procedures can be used as a training resource. It enables managers to give new staff policies and procedures required for their role, based on best practice and requires of national standards. The procedures support staff to achieve consistency in service delivery and an understanding of quality of care from induction the outset.
The system contains both an individual care plan and to ensure there is a focus on health, daily living, education, employment, social and aspirational goals that are outcome based.
Cared4 has now been on the market for more than 20 years It is now recognised as being among the leading quality management systems in the field of learning disability. It is held in high regard by managers, staff and CQC and Local Authority inspectors.
The system includes 52 policies, 83 and 140 forms and complies with the requirements CQC Fundamental Standards, Key Lines of Enquiry and best practice.
